Setting hotas in the Setup controllers UI

I’ve just reinstalled BMS 4.33.3 (x64 on Win10x64, ver. 1703) after a disc crash. As before, I notice that I can’t set a (X52) hotas button after clicking on a controller list item in the setup UI. The line does not turn blue, and it doesn’t change with a button press.
Now I thought I read somewhere that BMS was designed to prevent that method of setting up the controller, so I didn’t question it for a long time. But it’s obvious from various posts that others can do it. So I could use some help trouble shooting this. FWIW, the issue persists whether or not a pr0 profile is loaded. The X52 tests normal in the Saitek control panel and - except for this issue - in the BMS controllers UI.
The particular problem that led here is that the POV2 won’t produce radar cursor movement (TMS functionality), even though it’s mapped in the keyfile to F8-F11, and those keys do produce radar cursor movement (tested in instant action). FWIW, I’m using the “Viking” keyfile.
I have posted on this in the Saitek forum, but I suspect this is a more general problem than just the controller. So I thought I try here as well. Any help appreciated.

Update - it appears the controller UI does work for button assignment, but it doesn’t change color. I’m guessing it’s a Win10 theme thing. Also, I was confused about proper control of the radar cursor from the stick. Got that worked out.

The key file can define line-by-line if a line should be shown, hidden, changeable, not-changeable, header visuals, etc. BMS Key File Manual.pdf pages 6-7 has more info. If you have a particularly crazy key file who knows. Further note the key table list thing only shows keyboard keys. You can use the list to make DirectX button binds but they’ll never show in the table. They should show in the feedback section (+256 shifting, 0x42 release, etc. won’t).
As stated in the other thread, TMS is target management, lock and unlock, and on the joystick. The cursor movement is a different control on the throttle. Please check TO-BMS1F-16CM-34-1-1.pdf pages 15-19 for a summary of the HOTAS functions and their layout.
