Damage from inert GBUs?

There’s been a few times where I dropped GBU-12s that hit the target and failed to explode on impact.
I suspect that this is due to the fuse timing / armament delay settings. So I now change this to just one or two seconds and then it just works fine for me.
But that got me thinking - when an inert GBU-12 hits a truck, building or any type of soft target, surely it would do some damage to it?
After all, you’re still talking about a heavy metal object striking something with great velocity, even if it doesn’t explode?Is that at all possible in BMS 4.33.5 today?

Inert bombs are usually filled with concrete, if the angle of release is too low the bomb can even bounce when it hits the ground, but with the right release angle the kinetic energy accumulated during the fall do a lot of damage. There are rumors that, because of this reasons, during Operation Unified Protector in Lybia US jets used also inert bombs to reduce collateral damage in densely populated areas…
