Known issue : CTD when accessing Setup - BuildVideoDriverList()

Hi gents,
If you are experiencing a crash when going into the Setup menu, please do the following :
- look in your install folder -> User -> Logs for a file ending by _crash.txt. If there are several, make sure the date corresponds to when you experienced that particular crash.
- open the file and check that it begins as follows :
================================== CRASHLOG ===================================== Falcon BMS.exe caused an EXCEPTION_ACCESS_VIOLATION in: [...] Falcon BMS.exe, BuildVideoDriverList() [...] ```- verify the refresh rate of your monitor. Depending on your OS and hardware the procedure may vary, but going into Control Panel, Display, Change screen resolution, Advanced Settings is usually a good place to start (cf [here for Win10](http://quehow.com/how-to-change-monitor-refresh-rate-in-windows-10/4531.html), for ex). At this point you should see a refresh rate inferior to 60 Hz*. If all this is true, you can try adding the following to the file "falcon bms.cfg" in User->Config with a standard text editor :
set g_bAllowAllRefreshRates 1
That should be enough to cure your CTD. *Note : if you are NOT experiencing this CTD but see a refresh rate below 60 (59, typically) no need to panic, BMS runs just fine. Windows has been known to [display 59Hz incorrectly sometimes](https://support.microsoft.com/en-us/kb/2006076).
