you can safely say, in academics, in pop culture, and in someway in what was once available- a lot has been kept out in the relatively recent past, especially if you compare the trends throughout the 70s,80s, and 90s in those areas I’ve already mentioned. As the old saying goes, if it doesn’t exist or is exotically hard to acquire, it is very hard to copy or steal it.
This is true of Active missiles, and electronically scanned arrays, and a much wider degree of textile, materiel, and chemical knowledge. When you compare the tools of the internet to the access afforded within a domestic territory from the Dewey decimal era, one could make a solid argument for keeping the internet the ARPANET as well.
I’ll noodle around and see If I can find some of the older stuff I have laying around physically.

AFAIK, the old Slammer guide has been integrated into one of the manuals, used to be separate, right? “When to chuck your spears” ?
