@loocius I think I’ve heard it is possible … if you “Run as Administrator” and maybe also select “Compatibility mode for Windows 7” or something similar. (Sorry, not sure.)
To me, it is beyond reasonable to expect an installer from ca. 1998 would still work, on a modern x64 Windows 10 system.
If you figure it out, be sure to post the solution back here… but in case you give up, I just posted an updated walkthrough for obtaining F4 from GoG.com:
https://forum.falcon-bms.com/topic/6808/gog-falcon4-to-bms-for-dummies/23(Steam is another option… easier, perhaps, if you’re already a Steam member.)
I know, it feels like paying $10 for something you already own… but, look at it this way, they are maintaining the installation/setup software to work on modern CPU, OS and dependency stack. It’s not nothing.

@loocius Try booting Windows 10 into Safe Mode and then try installing the from the CD. Worked for me

Always run as administrator and run in compatibility mode. I’ve never had the XP SP2 compatibility mode selection give me any trouble. Use that one for the F4 install and for any other install of any other F4-based modifications, including Allied Force, Free Falcon, and, as I remember, legacy versions of BMS. I actually don’t think it ever does any harm to install anything in this compatibility mode.
I’m hardly the Go-To Guru but this at least I’m pretty comfortable talking about. It’s always worked well for me.
