ATC and other radio menus not cycling through different menu pages

I have spent a few hours trying to figure this one out, I’m wondering if anyone else has seen this problem?
ATC and other radio menus are not cycling though their respective pages for me, except for AWACS and WINGMAN (Q and W keys) for some reason. So for example, if I hit “t” it brings up the ATC menu. If I hit “t” again it simply closes that menu, rather than cycling to the second page of options.
I initially had no problem until it randomly surfaced one day (while using 4.37.1).
Then I updated to 4.37.2 and it was momentarily fixed. I’m not sure if this was just coincidence, but I installed the Israel Theater, and the problem came back. So I uninstalled it. Problem Persisted. Reinstalled, problem persisted still.I have not tried a complete uninstall/reinstall, I’m hesitant to lose all my key bindings. I tried clearing temp files (not sure if BMS even uses any), restarting my computer, using various key combos, using both the legacy and alternate launcher and changing various settings, nothing has made any difference yet.
The workaround is to use the mouse the click through the options, although this is more cumbersome. I never had any issue on 4.35.3, my last installed version.
I’ll be sure to update this if I discover something relevant. -

1- always keep a backup of stuff in your User/Config subfolder. it’s not huge.
sometimes things go haywire and it’s easier to do a clean reinstall of BMS than it is to spend hours grasping at straws to guess what’s wrong
if the problem is gone, in stock KTO, after clean reinstall… you can begin to restore some layers…
2- install ITO theater, then test the comms menus again
3- restore your key file (only) from your User/Config backup … then test the comms menus again
I expect you’ll find either #2 or #3 above are the culprits
but haven’t heard anyone else experience this, so I have no idea

Thank you all for your help. I followed @airtex2019 suggestions more or less, archived my config file, uninstalled everything, and started afresh. The problem was definitely the config file, and the ITO was inconsequential. With the bad config file I replicated the problem without installing ITO, and I also installed ITO after reconfiguring everything and there was no problem. (I was never sure ITO was the problem anyway).
Of note, the BMS-Auto.key file was notably different this time, and a few dozen lines longer, despite the fact I never altered this file myself, and in places that would have been unaffected by configuring my Thrustmster, which are the only customizations I made.
The first time I installed 4.37 I used the downloader, and the updater. This last time I used the offline installers. I’m not sure if this explains some of the discrepancy…
The most relevant differences are these:

No idea how that could happen. Everything ok with overall PC health? SSD or HDD drives ok?
Seems rare in this age to see actual file corruption.

I’ve got an older computer from 2015, which is due for an upgrade sometime soon-ish. Recently I’ve had some trouble with the computer occasionally crashing (maybe once a week) due to a graphics driver issue, so it is at least a possibility. I did a driver purge and that seems to have helped, but I did that once before and the problem still came back eventually. So although that is a possibility, but I don’t really have any way to find out. I haven’t had any trouble with any other files being corrupted that I am aware of.
