Turning shaders completely off seems to cause terrain flickering and/or z-fighting issues with the ground. Any way to combat this?

Yes turn them on, simple as that.

I somehow knew that would be the response I would get.

I’ve been rolling with them on. I was just doing some tests on the maverick TE to see if I could stay at 60 fps under the right conditions.

I also had that confusing problem and tried enabling all the unnecessary graphics stuff one by one.
I had the setting set “g_bUseShaders 0” and after removing it the problem was solved.
So if anyone is having serious texture flickering then that’s the first thing they should consider.
Texel Bias Fix, Object Density 6 and Textured TV/IR are the only things above bare minimum you need.
