Missing second operation in Israeli Theater?

Finally got it loaded up on BMS 4.33 and wanted to take a peek at this campaign in Israel, there are three operation tabs and the second or middle one is blank. Did I miss something here during installation? I check the front page where to download it, didn’t mention anything. But I did successfully installed The Balkans Theater, look interesting.

There is no problem. This is how the theater is designed.
