Shift & Ctrl

Does anyone know what commands to enter and where to editor settings, the game appeared to shift and Ctrl keys, so that they can be programmed to a joystick?

Click on the key combination and assign it to a button on a joystick by pressing the button when they key combo is blue highlighted

I mean separate the “Shift” and a separate “Ctrl” keys in the editor in the game menu, so that you can assign COVER “Shift” and a separate “Ctrl” key to any joystick, as in “DCS”

but why would you want to map the CTRL button to a joystick button?
