Known bug in non-AFM aircraft indeed, but while trying out the C130 for a coop we flew a few weeks ago, I found a fix to take off.
Not sure why it works, but while rolling, if you push your stick forward, as if you were trying to push your nose into the ground, and then pull aft, it works.
I don’t think there is a certain minimum speed or a maximum time period for this push-pull to work, but I always gave it a quick tap forward about 10 - 20 kts before rotation speed, and was always able to get off the ground.
