Well, can every nation do it easily?
There are different ROEs out there. Which one in particular are you referring to?
The San Remo handbook of ROE details a variety of options for different rules of engagement relating to identification of targets, in Annex B to the Handbook. Rule 31 C in particular is a rule which does not necessarily require VID of targets to be engaged. Additionally target identification may not be needed for engagement, if hostile intent is demonstrated, or a hostile act observed.
The Handbook is a guide for planners drafting ROEs, so its not necessarily applicable to any given conflict.
