did you try to disable all Video Settings (In the Configuration before launching falcon, and ingame in the Video Settings)?
Another idea might be an older/newer videodriver. Do you have an exotic Hardware?
I disabled every option under the Hardware tab of the configuration and then unticked everything in the advanced tab. Same error with the same stack trace etc.

I have read on other Problems with kernelbase, and found user Profile corruptions.
You may try to create a new Windows User and try to Launch with that?
This is going to be an arse to do so will do tomorrow as about to go to sleep
Edit: also can you send a crc checksum of your kernelbase.dll? Its located in C:\Windows\System32\KernelBase.dll

Although I dont think that will be so useful since god knows how many different versions of that there are depending on patch version etc.
Did you do a malware/Adware/Virus check?

Reading more about your log, reading invalid Parameter handler in the Rendering functions might mean something like non properly initialized values.
Can you select different Video Adapters? If so, try to Change them (from gpu to cpu or vice versa just for testing purpose)
Only got the one Video Card so no possibilities there
also later in your log reading about Object at RCX(00000000255BF080)
Data inaccessiblemight mean some rights missing.
Did you try run in Administrator mode?
Running in Administrator Mode makes no difference; same crash log
NOTE: Also tried spit’s comments below but half the commands didn’t work on win 7 since that guide is for win 10. The ScanHealth showed no issues
