Tempo and Initiative values in Campaign Triggers

Hi there. I’ve been digging around some campaign files and found a value I can’t understand.
#SET_TEMPO 255
The name speaks for itself, the trigger will set the tempo to a value of 255. What I don’t understand is what it effectively does.Is it faction related, is it global, does it makes the ground units “move faster” to their objective (and generates more fatigue)?
The second question is about Initiative. I understand that events can set the value for each country, but I don’t get what it does. Is it linked to the Defensive / Offensive behaviour? If yes, why can I have a country that is on Defensive but have more than 50 Initiative? What happens when a country loses an assets (Does it lose Initiative Points or does it win some?)
