It depends on which key file you are using.
When you enter the game and go to setup, and controls, and you get a list of the keys and their commands, what does it say in the green text right above that?

Yes. As ASharpe says, the keystroke depends on exactly what keyfile you are using.
The command names should be something like:
SimTransmitCom1 …. “HOTAS-UHF”

If memory serves the 2D IVC keys “F1 F2 F3” don’t reference the .key file at all.

I don’t have the file in front of me but I think the keys you want are Alt + 1 and Alt + 2.
You should be able to press them at the controls screen and they should take you to something like, UHF Transmit when you hit them.
These keys work only from in-cockpit game though, if you want to communicate over IVC while still on the menu or planning screens you need to use F1, F2 and F3 keys.

I believe if you are being blocked by dubious connections setting being on, chances are you are not correctly port forwarded.
Not really sure why dubious was allowed to be disabled, but back when I was doing my own testing with Falcon 4 networking as soon as a 2nd client would connect to the local server, the external clients became wonky. Old method to test when things weren’t right was to try to view the logbook of the client, or text typed. If it worked it generally meant you had a good connection to that specific client.

I was replying to BlackHawk statement “I searched in these forums, and found that only 1 PC can run Falcon under 1 external IP.”
We had two PC connecting to our server and other servers without problems for over 9 months every day and on a few occasions three machines all in the same house on one IP. and that was with half a dozen or so other clients connected to the same server.
I don’t do any port forwarding and it was only on FO server we were restricted to only one of us at a time because of "dubious connections " being enabled. And recently with Cantoo also setting “dubious connections” on His server.
