If you have to go low (or rather within MANPAD range) to defeat the threat and think that MANPADS are now a threat, then switch programs or pop the occasional flare.

To be honest, you absolutly right.
However, when you loaded with full weight munition, fly at high alt at low speed and suddenly SA2 decided to pop and launch, you dont really care specificly about the flares, but just drop chafflare for long period of time. That allowing the pilot to focus on the evading and visualizing the missile (or missiles) instead of switching programs or concerning too much about the altitude change.That not perfect of course, but it works.
