I tried the same with F-15’s drop tank but the ECM flag does not work. Strange.
F-15 have - internal electronic warfare (flag) , ATO considers this item.
For F-15 and other who have internal electronic warfare , there is another way - slightly increase the value of fuel rate in F4Browse (also for Fighter and squad pages), like as here:

and see for what values ATO will suspend fuel tanks in campaign page. -
Upgraded missiles coefficients.
And Max speed has no hard limit for all alt, is about as described here: -

Somehow increase the patrol time (like as Havcap) , may cause hang tanks.

without these additional sections, any multiples will always give big different compared to IRL.In RL both has the same F100 variant. Yes, their thrust are not the same because of different inlet - this is represented in thrust data in Falcon - but I cannot find and logical reason what cause about 30% (!) difference is specific fuel consumption on max. mil. thurst…
Not adjustable air intake does not provide optimum engine performance, as a consequence of less engine thrust and more fuel consumption.

If you want to get a comprehensible fuel consumption. That will have to prescribe section for all aircraft.

I tested during my tweaks. I set 0.008 or 0.006 for F-15C, F-111F and I also tested on MiG-21. Nothing happened.

Fuel Flow Multiplier does not have any effect.
Of course that fuelFlowFactorNormal and fuelFlowFactorAb works because I complained about the difference of these values in case of F-15A vs F-16A. I changed the value of MiG-23s and MiG-21s because their values in DB were far below the RL SFC.

I checked some of your stuff. Just a recommendation do not use two 0 value next to each other in thrust maxtrix because it turns off the missile flame. Instead 0 0 use 1 1. Launch an AIM-120 and check what happen when after booster stage comes the modeled sustained phase.
