What does the post processing motion blur do?

Coming back to this old question. May be stupid question, but I have not found out the answer.
What does the post processing motion blur do? If it is post processing, it should not be double rendering. It should be something to blur textures or edges on fast targets. But I still can’t catch it well, even if using the blur slider to the max.
(The dual rendering blur does exists also, that can be screen shot. But that is not post processing, is it?)

for fast movers only and u will notice it from very close up like very close formation.

Except that for it to be ‘motion blur’ it should be relative movement. Flying head-on for eg.
But good point, I may try to catch it into a screenshot. If it will catch, as post processing.

Yes pics. I never even turned my motion blur on.

You can edit the line command but I never try it
