Well, from the look of it, Falcon Gold on Steam does not include Falcon 4.0, so this is normal. You must have an installed Falcon 4.0 in your system.

My Falcon Gold from GOG included access to Falcon4 as a separate download.

Steam Falcon Gold is Falcon 3 + add-ons. You need to get either the Falcon Collection or Falcon4

Hopefully Tommo will release the 3.0 source code so BMS can port their work on MS-DOS.
I estimate 3/4 weeks for a beta.
