Slow throttle range/input

I’ve had this problem with my X-56, but also my newly purchased Warthog, so I’m assuming it’s a setting somewhere that I need to change (previously thought it was an issue with the X-56).
So here’s the deal. From idle, 70% RPM according to the engine information on the upper right corner of the screen, up to around 80%-ish RPM which is roughly half way through the throttle movement there is no change in RPM. Nada. But after 80 the engines spin up and the RPM changes. After this initial throttle movement up and down the RPM changes throughout the entire movement of the throttle as it should, but not before I go through an entire throttle movement up and down, so it’s a one time thing.
No issue if I’m on the runway, then I just kick the afterburners and of I go, but if I want to taxi to the catapult in my Hornet, my Hornet goes throttle up very sudden and of I go across the deck into the water. Makes it hard to taxi to the catapult and thus I need to start a Hornet mission in the air.
This throttle issue is the same in the F-16, F-15E and any Hornet, Legacy or Super, regardless if I start in the air or on the ground/carrier, and regardless if I use the Warthog or the X-56.
Using the Alternate Launcher, and the game registers a HOTAS and any and all programmed commands.

I believe this is by design . . . Something to do with planes “taking off” down the taxiway during the delay between leaving 2D and entering 3D
I could be wrong of course . . .

Can you snap the throttle to 100% and back to 0% before you startup? I always do this with my HOTAS (pitch, roll, yaw and throttle axes) to make sure Windows re-calibrates the full range of motion.
Kind of like wiping out the controls on the catapult before launch I guess.
