PCIe USB controller issue

Hi all,
I’m having a big problem with USB Devices.
I’m using 17 usb devices at the moment (HomePit building).
Hotas Cougar
2 MFD Cougar
Track ir 5 Pro
Headset
6 Pokeys
5 Arduinos
Keyboard/touchpadMy Pc
Intel I7 4970K
Mobo Gygabyte Z97X Gaming 5
2x MSI Nvidia Geforce Gtx 970 il SLI
Corsair CX 750M psu
Windows 7 UltimateThe issue:
I plugged all my USB devices on both Motherboard USB controller and Pcie Usb controller. All seems to work, but if I restart or turn off and then on, the PC stucks on windows loading.
So I tried to plug 1 device per time, restart and plug one more and so on. At a certain point I’ve plugged almost all remainig Usb devices on PCIe the issue happen. The same happens if I first plug devices on PCIe and then try to plug all remaining USB devices on Mobo USBs. I’m also using USB Hubs with Power supply.
Any Idea?

Ok, so I have another PCIe controller (different brand) and another PCIe port available.
For what I understand I can try to divide all USB on 3 controllers instrad of just 2 (mobo and one PCIe cntrl)Will give a try

YEs arduinos take very little power actually, i have 4 hooked up to one controller and 1 usb port without issues not even using external power for that hub.

My old rig with asus Z87 sabertooth has similar problem if I used all of it’s usb ports. All work but after restart computer won’t start.
Only way to get computer start with all usb ports on use was to downgrade it’s usb3.0 ports->usb2.0 from bios. -
