It can be done if you have the PSD files and you are somewhat familiar with Photoshop.

Well if u have the psd file would be better but not actually needed.
With Photoshop and the dds plug-in u open the dds file directly.
              U paint - write whatever.
Save and place to the same folder.
              Done.

you could do it but be aware that doing so you will have you name on all the aircrfat using the same DDS
that area is not part of the licence plate dynamic stencils, so if it’s added to the DDS, then it will be displayed on all F-16 of the same flight and all the others F-16 in the game from the same skinset

Correct it is possible to get the text on it, but for a nice job (weather layers etc.) you need the PSD files.

Would that be the same as using a custom skin? If I use a skin the whole flight will have it? The name could be put on a skin no?

depends what you call a custom skin

usually a f-16 skin has common texture for the belly, left wing top, left wing bottom, right wing etc etc but 4 separate tail dds
these separate tails are part of the licenceplate project allowing 4 f-16 in the same flight to have different serials

So if your custom work is only on the tail (or the alpha layer behind the pit) then you could have lead with different tail than the rest of the skin
Have a look at the training manual cover, that’s the same skin for the RSAF F-16, although they all have different tail paintjob

but as soon as your custom work is on the common parts, it will be displayed obviously on all the aircraft
and that includes the canopy rail where the names are usually painted:

Here is the workaround, use the squadron name rather than the pilot’s name, then it has no consequence if it’s displayed on all aircraft
