Which F4 variant are you using?
Assuming this is BMS 4.32 U7 …. could this be a resolution problem?
I seem to recall something with the Tower/AWACS/Wing/Element menus ?not showing? for something to do with resolution settings. ??

Good point, IIRC 800 x 600 is a minimum

have you edited your keyfile it needs all menu commands in there to work correctly
or resolution I think is 1024 x 768 as a min

Resolution is 1920 X 1080
have you edited your keyfile it needs all menu commands in there to work correctly
And this seems the most logical issue as I am using an older (BMS 2.0) keyfile for my Cougars. Anyone happen to know what the keyfile input should be for the ATC menus??

… I am using an older (BMS 2.0) keyfile for my Cougars.
A quote from the FAQ:
Q. Will my HOTAS setup and keyfile from OF work in BMS? A. Many new keystrokes have been added and some removed. The short answer is "no". Your best bet is to use the new BMS.key file and/or edit it with the changes you want.
IMHO, even you’ve solved your actually menu issue(s) with Ninja’s help,
you’ll still lose some functionality by using such an outdated keyfile.Just sayin’

I should have said that as well
There has been and may be many new key commands added since BMS 2 you really should take the time to either look though Kolbe’s key files and create your own personal key file or use one of the great ones already available else you run the risk of putting your self in a awquard situation especially in a MP scenario -
Every time I help someone set up I have them make a copy of BMS.key named YourName.key and say that is their .key file, personal for them and edit the stuffing out of it. I hope it encourages the point that there is no right key file except your key file and only because you made it right for you.
