All Pak areas are defined by the cities that have a priority of 81 to 100, which makes them a Primary.
If you wish to alter them, make sure you do not make a non-Primary city(priority below 81) a Primary city(priority 81 or above) or a Primary city a non-Primary as that will mess up the Pak Map.
Just adjust the existing Primary cities to your liking using the values of 81 to 100.

Is there a chart or something that will give you and idea how the number effect the slider in the game…… for example an 81 = 0 and 100 = 5? I know I have set certain primary cities to 100 and it did not take that Pak in the game all the way to the top of the bar

No, no chart.
But I do know that the secondary objectives plus the objects that are not Primary or secondary, with their priority value combined, constitute how high the bar is.
So the higher all the priority values and the amount of secondary objectives and other objectives increases the value of the PAK.

You can set specific PAK priorities through your .tri file, pick the PAK you want to manually prioritise, consider 0 as 0(!) and 100 as 5. I’m on my iPad right now, but if you want, I’ll send you a more indepth explanation later

The PAK areas (“pink areas” as Priorities in UI) are defined within the saveX.cam file itself. The “black border” lines can be auto-created with tacedit and are defined as resources in the “art” folder.
