Dial Up at home… It would take a few days of Downloading off Steam. And I have too much Marking and Work ATM (no rest for the wicked, as they say)… One week til Mid-Semester break though

Even dial up won’t take too long. Do it while you’re sleeping. I have a fast connection and F4 at Steam take me 1 minute to D/L. Even dial up won’t be that long. Installing Steam will take longer if you don’t have it. I would worry about downloading BMS way more than F4. BMS is pretty big and there’s no way you can get out of doing it.

Yes, but I can get BMS while at work - where I regularly see 25MBytes per sec download, while working… Basically the Hard Drive becomes the bottle neck
So yeah, I’m going to grab BMS there, chuck it on a flash drive, and install at home.

Learn from Pete’s experience here and consider buying the GoG version if you have issues with Steam or if it annoys you. With the GoG version, you can definitely download it at work, put it on a USB drive, take it home, and install it.
My install procedure uses the GoG version and you can clearly see how to download it off GoG.

It’s not that bad Ice. I have 17 games I bought on Steam in the past. Now I can D/L them if I feel like it.

Um, you do know that if you D/L any of your Steam games, you’ll have Steam running again right? You do know that even if Steam is OFF during startup, as soon as you play any of those games, Steam will turn ON, right? I’m not exactly clear about your issues with Steam when it’s on, but if you’ve not dealt with those, then it’ll be there again as soon as Steam turns on again.
It may not be a big deal now that you’ve found a workaround, but if you set foot outside this “safety circle,” it may be a big deal again.

That’s true if I don’t use the NoCd for the games i’m using and play offline. I have no plans to D/L any of them, so Falcon 4.0 never has to be started to run BMS, so Steam stays clicked off at startup.

Options don’t have to be taken. Plus, as I said. I have NoCD files for a lot of them and wouldn’t be starting up Steam to play them. I would just turn it on to D/L them and it would be off again on the next reboot.
