Borders on Red troops

I am finishing up a campaign in Kuwait 64 before I go to U3. I have noticed that Red troops show borders like friendly troops if HQ controlled or not.(Black or white) Could this be a clue if these enemy forces are on the move or stationary?

So defined by the campaign designer. They can move.

I realize they can move. My question concerns the difference between black border vs, white border around Red icons. On friendlys it means HQ controlled or not. What does it signify with enemy?

? How would we know if an enemy battalion is controlled by HQ or not? They aren’t even shown on the map until overflown by friendlies.

If you’re not siding with the red, HQ controls everything.
Campaign designer tried to set them manually on some task. It does not work like this. Then you see a white line. You can forget it.
