So, by checklist your CMDS should be in STBY for takeoff and landing for just this reason - and to prevent throwing FOD at your wingman, ground personnel, etc!
Dunno how you’ve set up your mission, but you may need to establish CMDS->STBY for taxi, and only set to MAN/SEMI/AUTO/BYP at fence-in. Then set STBY/OFF at fence-out.
Other than that…
Sounds like a good idea. Now if you’ll just tell me how I can set that up for the support flights in my package, I’ll give it a try!

I doubt it. 6th day Rolling Fire campaign (not TE), Gunsan Airbase is WAY south of rapidly retreating northern troops. Red air and red A/D decimated anywhere near the DMZ. No enemy air or ground radar within 150 miles of the airbase. Also, it’s only the F-15s and F-22s that are doing it, not the F-16s.
I’ve still got the campaign file. Do you want it? Or I can video it and post the video. Let me know.

Add F-16s to a flight that YOU are NOT part of. The other F-16s are part of YOUR flight. It may be an AI-only thing, and being in your flight stops it happening.

How can I reproduce all the factors that are in a campaign into a T.E. format? And why can’t you use a set of campaign files?

It happens once and only once, and only for F-15s & F-22s, not F-16s.
Also, if friendly radar is causing it, then it’s causing it at the same instant in the takeoff process, and ONLY to that one plane. In other words, F-22 #1 takes off and dispenses a flare that bounces on the runway. F-22 #2 takes off moments later and does the same thing. If what you are guessing is true, then F-22 #1, who is in the air and nearby, would also release a flare at the same moment as F-22 #2, but he doesn’t. Same with F-22 #3 and F-22 #4-- that is, they release a flare upon takeoff, but nobody else does.

How can I reproduce all the factors that are in a campaign into a T.E. format? And why can’t you use a set of campaign files?
I can use campaign files but since there are hundreds of vehicles , to track the ones that are faulty adds complexity in debugging
That’s why we prefer Te files and repro case where bug is « confined »

Even by the friendly radar, YES. AI is constantly doing that since … huuh, 4.35/36 ? … but , for some/long time.
When spiked they’ll do that, drop CM’s, but only if attacked they’ll do evasive actions.
Once, my wingman (idiot) , was spiked by SA-19 at 34000ft , dropped flare/chaff and dived for evasion to some 10-15000ft … and guess what , they nailed him. … QUIT
