question about place airplane (static) on airport

Idk if it will work, but if you are talking about Tactical Engagements, try adding some missions from that airport with a later TOT. I think that may do the trick, but not sure if this is the optimal way.

If you are asking about how one is able to place non-flying aircraft around a base in DCS? …BMS does not have that option. Some Dev’s have placed static aircraft around some of the larger, more used airbases for ambience, but that’s not really a Falcon thing. It is more about the campaign and battle space environment.
If you are looking for a busier airbase ambience, then do what @skippermike suggested by creating a Tactical Engagement (TE) and add multiple flights with takeoff times separated by a couple minutes or so. This will give you that ambience plus it will be a bit more realistic as you become disgruntled by sitting in line and waiting for your turn to take off.

I think that if you add another flight with a takeoff about 30’ later than your departure, they will be there by the time you takeoff. But like I said, I am not sure.

To add on to what others are saying, you can change the time when AI spawn prior to taxi. Changing that can let you “spawn” more or less aircraft on the base.

Be careful, placing static a/c on an airbase can potentially break the taxi plan and ATC.
Be sure not to interfere with taxi branches on both QFUs (or other runways).
