I checked and found MEF (Maximum Elevation Figure) is considered to be height of structure or natural object plus a safety factor, differing by country

Red Dog’s airport map seems to accurately reflect the Northeast MSA 9000 because Paektusan is more than 25 miles from Samjiyon airport. However the mountain southeast of Samjiyon appear to be within 25 miles and 8900 feet (not quite as high as the highest mountain, Paektusan) because Red Dog’s MSA is for that southeast section is 9400, including 500 feet for safety.
So it looks like the 4.33.1 Training.pdf on p30 recommends 500 ft above MEF for a MSA (Minimum Safety Altitude) because Federal Aviation Regulation Sec. 91.119 — Minimum safe altitudes: General.
(b) Over congested areas. Over any congested area of a city, town, or settlement, or over any open air assembly of persons, an altitude of 1,000 feet above the highest obstacle within a horizontal radius of 2,000 feet of the aircraft.
© Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.
Looks like the advice in the Training.pdf on p30 can be ignored if safety is achieved by following MEF on Red Dog’s Map and MSA on Red Dog’s airport charts. Thanks Red Dog.
