I suspect so, yeah. Been building sceneries like this on X-Plane 10/11 for years now, and it is pretty common to have clouds splattered on satellite imagery if you do not use the correct ācleanā sources
You can easily access ZL19 orthophotos (0.3m/1ft per pixel) for free online nowadays (at least for non-commercial use), the real hassle is to find GOOD ones

Looks like 3D structures, buildings and vegetation. Nicely promising. The detailed terrain looks great, but whatās keeping my enthusiasm at bay is that the ground is just textures. Mainly because of issues like the above mentioned baked in clouds/shadows and looking bad when viewed from up close.

Yes, probably photoreal imagery can get better later
itās tricky to find clean sources or correct such on existing textures, but this is a theater that will anyway need some love, so improving the imagery will probably also be on the table when the time comes.

Itās not perfect yes. This screenshot shows the potential mainly. However, most areas are clear of artifacts, and those that arenāt can be by some processing or finding better sources.
Be sure also that from close up more stuff will kick in to balance (well, to some degree) the limitations of the photoreal.

Is it possible later on to change the texture based diffuse map to procedural version? I mean it can help to make a map to change the colour between the seasons or changing the foliage in smaller area.
If somebody change the date for summer then the snow cap of the mountain could disappear or the sandies area could change greenish after the rainy days.
It maybe lose some realistic look but give some flexibility for making more dynamic variation of map without satellite photo .
