A rotary is usually a multiple position (4, 8, 10, 12) button with 36 or 45° (or other) angle between positions.
Like the one for your TCN - NAV ILS/TCN and ILS/NAV button which is a 4 positions, 45° angles
Once you get at the 4th position, you can’t go to the first with the same angular movement, you have to go BACK
An encoder turns to the infinity in both direction. That’s what used for CRS, HDG, Pressure, speedbug.
Rotaries are programmed like pushbuttons, but not all keyboard interface can support encoder. I know the BU0836X can as this is what I use for mine.
but as I said, if you Don’t want to mess around with encoders, have a look in the Advanced control pages of the Ui and you can use pots (analogue axis, just like your joystick) to emulate the heading, crs and pressure knob.
Never did myself but I know it’s possible since 4.34. And usually pots are much easier to interface than encoders.
Personnally, I prefer encoders, they provide a much more realistic touch
